Shortly, Computer Science (CS) was the study of software and algorithms, Computer Engineering (CE) was the design of hardware and systems, and Computer Science and Engineering (CSE) attempted to cover both. However nowadays, the distinction is less clear and the strict "hardware versus software" or "scientific theory versus engineering application" interpretation of these titles is no longer adequate.
Both CS and CE programs build on a solid foundation of math (including at least 5 courses) and science (including at least two lab courses in Physics). They also include several lower division courses in computers which include writing programs (just for fun! =; ).
Because of the number of courses that are common to both majors, looking at the courses alone does not do justice to the difference between a CS and a CE major. The clearest distinction is to speak about the "context" of the majors. These "contexts" color a student's approach toward the discipline, toward courses, and toward a future career.
Linguistically, "Computer Science" means the study of computation and information processing, both in hardware and in software, while "Information Science" (or Informatics) means the science of information. IS is often, though not exclusively, studied as a branch of computer science and information technology and is related to database, ontology and software engineering. Next, "Information Technology" means the technology required for information processing. In particular, the use of computers and software to convert, store, protect, process, transmit, and retrieve information. Therefore, the term IT is a broader concept.
Because of 45y US embargo, today CUBA is very poor and backward country. Personally, I don't think that Vietnamese students will gain academic benefit from study overthere, except learning the Hispanic language and enriching life experiences.
